In recent weeks, the city of Trujillo, has been in the eye of the storm to be identified as one of the most unsafe cities in the country. The various publications issued by the media claim that Trujillo has become an ideal city for extortion from prison between hooligans and police killings, gang formation, among other criminal acts.
The Liberty police chief, General Raúl Becerra , when asked about the current state of Trujillo. He said that Trujillo was one of the safest cities in the country and even boasted of his administration said that since it took over 56 criminals were killed in clashes with police. Report

This relates to a report by the journalist, Ricardo Uceda , who published research in Power magazine, revealing that there is a death squad has been hired by a group of businessmen of the city, who constantly have been threatened by dangerous criminals. Research indicates that extrajudicial killings are targeted offenders by Colonel PNP Elidio Espinoza, former head of the Emergency Squad and today The charge of the Criminal Investigation Division (DIVINCRI).
The situation is the direct result of Legislative Decree 982 - Article 20 (click) , given in July 2007, which exempted from criminal responsibility to police that "in fulfilling its duty and to use their weapons in accordance with regulations, causing injury or death. " This standard is double-edged because on one hand, the police have the power to shoot those who want to argue that it was in self defense, and on the other hand, several innocent people may die because of this.
Peru's National Police currently manages the killings of criminals with some caution. Last year witnessed the murder of an offender at close range by a policeman in the district of Hope. The incident occurred when a lady was driving home in his usual route was intercepted by three criminals on a motorcycle. One of them, got off his bike with the intention of stealing the purse of the lady, however, the criminal act was void because a plainclothes police officer saw the scene. The policeman drew his gun and shot the offender who tried to escape, who died a few minutes on the spot. The offenders who were on the motorcycle escaped. After 15 minutes, emergency police moved the body to the morgue. The next day I read caught in a local newspaper stating that the police fought gun battles with a group of offenders, resulting in a criminal killed in police operation. I
The case reported is isolated, however, shows that the decree in effect may be misinterpreted by the police. The extrajudicial killing is a crime, as is universally acknowledged that everyone has the right to life. In several Central American countries have created groups of death to end violence, but the results have been disastrous because these mechanisms has led to duplication of violence in those areas.
I'm not an advocate for criminal acts such as theft, extortion, among others, but I'm not in favor of the crimes being committed by a group of policemen who incoherently think that violence is eliminated with more violence.
After analyzing various documents, the conclusions are the following:
- Decree Law No. 982, should be repealed or amended because they can be misinterpreted by police.
- The death squad should disappear if they are checked existence, because instead of reducing criminal acts is generating quite the opposite.
- political authorities and the PNP should sit at a round table and discuss the issue by proposing new mechanisms to reduce crime in Trujillo.
